This is where the overflow from GCHD exists. Far from all the sludgers and commerce there exists a parallel economy, trade in a much more basic way. The blackmarket is omnipresent in all three of these locations, existing like a tumor with its own transportation networks throughout the city. Effectively there is only one slum, with the rate at which people can move around now, it just has three borders. The connection to GCHD is a profitable one for all involved as the constant flow of off-book goods between them is necessary for both to survive. The Docks have a more violent relationship with the Slums, having unionized they resist the encroachment onto their turf, and have defended it in the past. This does not put a stop to the thieving, but it does apply a premium to any Docks associated smuggling. The slums exist as parasites, waiting in the waste flow areas of the modern economy and taking it from there. The populations here are an estimate, but given their food intake it cannot be that high.
Violent skirmishes at or near the borders of the Slums with other portions have grown in frequency over the years. Near constant vigil has to be kept by local authorities, of which there are plenty. This has grown with the public’s mistrust of all things Municorp, but has recently taken a gruesome turn. Ritualistic killings have been linked to religious groups and are under investigation. Hacked up bodies have turned up, some unidentifiable others law enforcement and some abductees. All were thoroughly dead and looked to have been fed to some kind of animal. The public took the first few of these very hard, but as they have grown in frequency people began to care less and it faded into the background noise.
